I was told that the B10 was originally intended for sub-lines. Somehere along the line B10 became useful for low usage users and in my fren's case as family car hotspot. After some consideration, he did precisely the above. He got a prepaid + sp fat10m (10gb+333m) then immediately change to B10. The difference is in how data is consumed. For prepaid, you must activate a data plan to get internet access. For black, internet access is available until black data sp counter depleted ..... so unused black data is carried forward and not forfeited.
So, it all depends on what you need it for.
