My house was no less than 10 years and the outdoor was recently painted. The painter rub his hand and say the old paint is still good since his hand not powdery. He just water-jet the wall and start using paint straight away. No primer.

Yes.

For me primer is for unpainted wall because it will seal the wall and make it non-porous that the paint will have even finish for one reason.
Primer also can cover stain so that the wall finishing will look evenly toned with no darker spot on stained portion.

There are primer meant for outdoor and indoor wall. The formulation is different probably to fungus prevention etc. Anyway you can still apply the indoor one to outdoor and vice versa.
