Having worked with local manufacturing company, i find they prefer to hire locals because locals are cheaper. Yes, locals are cheaper. The cost from hiring foreigners may range from providing them free transportation, accommodation, meals and air tickets, in addition to the basic salary. Locals? Basic salary only.

It's really comes down to whether or not locals are willing to do it. Admittedly it's hard, having to work side-by-side with foreigners is a real challenge to one's self-esteem.
