ADUN responsible for accident-prone PJ one-way loop — Mak Khuin Weng

DECEMBER 12 -- It was recently reported that the Petaling Jaya OCPD announced that the one-way loop road system in Petaling Jaya is accident prone with 1450 accidents recorded over the past three years.

For those who are uninitiated, the one-way loop system was a redesign of the traffic system in Petaling Jaya Section 52 with a budget of RM23.8 million that started work in 2014 and was completed at the end of 2016.

The high accident rate involving the road system should be of no surprise to PJ residents though, as there are numerous media articles over the years detailing the public objection that was totally ignored by the Petaling Jaya City Council and the Bukit Gasing assemblyman Rajiv Risyhakaran.

Let us take a trip down memory lane.

The one-way loop traffic system was first put on a trial run in mid-2014. By October 2014, many residents were complaining that the system was dangerous and caused accidents.

After that negative feedback, MBPJ held a public briefing on the project where almost a thousand PJ residents, students, business owners and motorists turned up to complain. One of the key pledges MBPJ gave residents at this public meeting was that they would do a safety audit.

But three months later, Bukit Gasing ADUN Rajiv Rishyakaran announced the project would be permanent and was approved in a MBPJ February meeting, completely ignoring the promise for the safety audit to be done.

In response, I and several PJ residents wrote in to demand for the traffic impact assessment and the development plans for this project in March 2015.

You know what MBPJ told us then? There were no development plans. The design was on a single sheet of A4 paper. I asked how this project could get a budget when there were no design specifications. Indeed, how does MBPJ pay for a project without development plans? There would be no milestones or delivery checklist to issue payment to the contractor if there were no plans.

MBPJ didn't respond to the criticisms and questions though. There were subsequent letters and media reports written to whack MBPJ on the one-way loop throughout 2016 and 2017, but MBPJ's typical response was that they were looking into it.

So, what happened to that safety audit that MBPJ promised in December 2014 – will that study be revealed to the public? Was there even a safety audit done? How did a project with a budget of RM23.8 mil fail to ensure that the road design was safe for road users and pedestrians?

Our ADUN can continue to ignore these questions for now, but he cannot avoid these questions when he seeks reelection in a few months’ time.

I pass through that loop often and I think the main problem isn't the road itself but the drivers. Maybe MBPJ should completely cordon off a single side for turns into main roads instead of allowing cars to cut across 3-4 lanes just to turn towards to KL or Klang. Traffic has tangibly improved since the new system was implemented though.

the roads are fine, the drivers yang noob dunno the road system speed here and there then make sudden turns causing accidents

however the potholes and road conditions.....................

why no put aes camera since aes cameras reduces accident rate ? why put aes camera on straight roads where there are no accidents ?

I agree with the person who wrote this article - the one loop thing was a brainfart idea. There are 3 areas which are really baffling:-

a) The exit area to Federal from Hilton Hotel to Amarda / Sheraton Hotel. That is a nightmare especially before and after office hours. If you miss the exit, you have to go one big round again.... and would take you 1/2 hour just to get back to Hilton....

b) The Section 52 roundabout. Miss the exit to Jalan Sultan / government departments / courts? Go one big round again. And then the traffic coming from Jalan Gasing... you need to be very careful entering the roundabout as the curbs are not properly modified (still the same design for entering traffic), and can damage your wheel / rims. Oh don't forget that there is an endless stream of cars coming which limits your chances to enter the roundabout during rush hour.....

c) That stupid turn-in to PJ Hilton area (beside Celcom building there). My God, did no one FORESAW the problem there? Two lane become one, and you NEED to get into the other lane (with fast oncoming traffic) if you are going to MCIS building there. Miss that and yes.... one big turn all over again. I nearly got my car hit twice when I was there.... shakehead.gif

I would say its the road. For those that are familiar with the road no prob. But those that rarely go there will have problem navigating the road.

A) if using the old way.. if now you take 15 min to reach federal hilton.. if old way.. it take atleast 1 hours.

B) Yes a big round.. but again it smoothed the traffic.. when it started to implement i always miss it the turn to AW..

my 5cent.. those who stay/travel in PJ area.. especially on state/gasing.. is damn appreciate for current traffic flow compare to last time.. when im in SMK.. i rather walk back for 45min then wait for 1.5 hrs bus..

Maybe the writer should make comparison of the jam rate before and after also..

Accident happen because human nature.. dont want take another big round..

you miss it.. then round again.. that all.. now one ask you from right.. all the way turn to 4 lane left.

Some time.. it driver attitude.. know cannot pass/people dont want to let you cut into the line.. still die die cut in..

I have notice most of the driver(especially rider without helmet in town) in malaysia is they wont give a look to you when passing on T junction or turning.. they will take you as MR Invisible.. this the part i hate the most..

There is an obvious jam happening from federal turning into that loop after they change it.
Basically they are just pushing away the jam to another place.

to eliminate jam, you either make traffic inflow and outflow equally fast, or make outflow faster than inflow to prevent jam...

But what they are doing is to make inflow slower than outflow...so the jam happened at point of input...

those that travel from state to oldtown/oldklangroad they will know the struggle before this.. from amcorp mall jam all the way to police station / assunta / tnb / jalan barat.. but now is only jam at tnb and federal..
