PAC sendiri cakap ada sebahagian duit transfer ke syarikat luar negara. Siasatan PAC sampai situ je. Semua dah maklum syarikat yang terima duit tu shell company. Lepas tu mana pegi duit tu tak tau. Cakap kat pulau caymen Island, check takde. Pusing lagi kata dalam bentuk bond ke ape ntah, takde jugak. Pastu cakap ada kat singapore. Takde jugak.

Shell company = syarikat yang ada nama je tapi takde buat ape2 business atau ada asset sendiri. Orang biasa buat shell company untuk parking duit atau transfer duit secara tak sah.

Contoh

Kau bagi rasuah kat aku rm1 million. Aku suruh kau masukkan dalam shell company aku tu. Lepas tu dari situ aku transfer ke dlalam offshore account aku. Tutup company. Tutup acc company. Hapus segala bukti. Settle.
