iPhone blocked by Telco

I’m a bit puzzled why new replacement set can still be locked by telco after the original set is returned/exchanged. How do the telco know?
My current set is from telco. I guess I’ll be keeping the phone for two years.

He kkows that he can use this telco blocked iphone X in his hometown. So should be not a problem if my new iphone is singapore telco set, which i hope not.

Seems to be a trend now especially if the phone was bought using a leasing-like method for example Maxis Zerolution or Celcom Easyphone.
