No need for bank details as refund is through paypal, and not directly to your bank account. I have a bank card connected to paypal, so any refunds, paypal will refund to my card. If your original payment was using paypal balance, refund will also be in paypal balance.

And the paypal charge is for the sellers, not buyers iinm. So far, never been charged when receiving refunds.
