Smart casual
No singlet (must cover whole body and shoulder, showing elbow down is ok. Polo-T is fine)
No short pants (must cover whole leg)
No slipper/anything showing toes (no toes and heels showing)

working shirt + coat without tie = business casual
Polo-T + Jeans/long pants + full cover shoes (sport shoes/walking shoes) = smart casual

when jpn enforce a dress code, people make a lot of hoo haaa.. until someone threatened to wear a bikini to challenge the dress code... but when non-malaysian gov related company apply a dress code, they become like a dog following its masters... So weird..

Smart casual means sporty-looking business wear, ie shirt and pants that looks office-like but more showy than normally acceptable in an office. In Msia where people don't normally wear coats/jackets because of the weather, wearing a coat is definitely on the more formal side.

A non-black blazer or sport jacket is more fashionable than business, but if you know any other attendees you should ask around what they are wearing.

Yours is wedding kah? I'm also attending a hotel wedding this weekend. The family requested jackets but since I am distant and junior, I'm playing with no tie. Considering going like this, but with black dress shoes and belt:
