PETRONAS eyes Limbayong retender 9 July 2020 7:56 GMT UPDATED 9 July 2020 7:56 GMT By Nishant Ugal, Amanda Battersby and Xu Yihe in New Delhi, London and Singapore
Malaysia’s national oil and gas company Petronas is poised to retender a sizeable floating production storage and offloading vessel destined for its Limbayong deep-water oil development off Sabah, East Malaysia. Multiple people with direct knowledge of the development told Upstream that the state-controlled giant's upstream offshoot Petronas Carigali recently initiated a pre-qualification process for the lease, charter, operation and maintenance contract for the floater, after cancelling the previous Limbayong tender last month.
"We have just received the pre-qualification documents for the Limbayong FPSO," one person confirmed.
A second person also said that Petronas has initiated the pre-qualification chase earlier this month and aims to involve a wider range of contractors in the new bid process. Petronas last month communicated to bidders that the tender was being cancelled, project watchers said. The Covid-19 pandemic was being widely touted as the reason behind the tender’s cancellation, as the Malaysian giant earlier this year had warned about likely project delays in Malaysia and internationally. One contracting source told Upstream that Petronas is chasing a lower cost through the retender.
While there is as yet no clarity on the timelines involving the new FPSO tender process, one person close to development said it is likely to gain momentum once the global Covid-19 situation improves. Another project watcher said that the “project is now back to square one" and that Petronas is likely to include international FPSO contractors such as SBM Offshore, Modec and Bumi Armada in the retender exercise, in addition to the Malaysian players. Those believed to be among the bidders in the previous tender included a pairing of Malaysia's MISC and Yinson, compatriot Sabah International Petroleum and a consortium comprising Malaysia’s MTC Group with Shapoorji Pallonji Oil & Gas of India. Upstream in January reported that the bidders involved in the Limbayong FPSO tender were asked to extend the validity of their bids until April this year.
As per the previous tender specifications, Petronas required an FPSO capable of handling 60,000 barrels per day of liquids, including 40,000 bpd of oil, plus about 17 million cubic feet per day of associated gas. Subsequent gas production is expected to increase to as much as 150 MMcfd as non-associated gas started to be exploited. One person pointed out that design specifications for the Limbayong retender are expected to be the same. "We don't see any significant changes to the FPSO design," he said.
Project observers earlier pegged Limbayong's non-associated gas reserves at around 800 billion cubic feet. The floater is expected to have nameplate storage capacity of 600,000 barrels of oil and be able to inject 75,000 bpd of water. Water depths at the Limbayong field, which straddles blocks G, J and R off the state of Sabah, are between 900 and 1200 metres.
The Limbayong floater tender hit the market in late 2018 and technical and commercial bids were submitted in late April last year, but the tender was subsequently delayed on several occasions. The Limbayong consortium is understood to be made up of operator Petronas, with 90%, and its subsidiary E&P Malaysian Ventures on 10% — replacing the earlier contract that had been operated by Shell on behalf of then partners ConocoPhillips and Petronas Carigali. Limbayong is “an elongated and geologically complex gas and oil field”, noted consultant Wood Mackenzie. In 2002, Shell discovered the deeper clastic gas reservoir while a subsequent appraisal campaign revealed the shallower oil reservoir.
Petronas earlier this year warned that its domestic and international projects could face likely delays, as lockdowns continue across the globe due to the coronavirus pandemic although the company was aiming to maintain its domestic spending in 2020. Petronas earlier said there was an “increasing risk of some projects being delayed due to the prolonged lockdowns implemented globally and in Malaysia, and further disruptions anticipated to the global supply chain and service providers"

I wont be surprise if SIP wins it again based on their strategy but its just an assumption by me.
