wat if only buy 1 or 2 units of hp or electronic stuff online from UK n ship here..? need to pay tax?

Hi, I am planning to get some cosmetic stuffs into Malaysia from HK. I am doing online sales. I noticed that cosmetic in bulks will be taxed, right?

So, how do I ensure that the stuffs are not detained by the custom? And another thing is how to get license from Ministry of Health or what are the documents needed? Letter or anything?
