short question cuz my parcel was stuck in Kastam .......... reason?

if collecting on behalf of someone is it possible? I back track the thread mentioned need photostat copy of the receiver's IC ........ is that it?

damn malang to have parcel stuck in Kastam ....... damn bad experience with Kastam macik and pakcik
