Yes, you have to have your product notified. Un-notified cosmetics (as well as unregistered medicine, herbal products, vitamins and supplement) are not allowed to be brought in to Malaysia, not much of a problem of tax and duty.

Reason: You don't want the cosmetics/medicines/supplements etc that you bought in pharmacies/stores to be unregulated, right? Unregulated = no traceability and no punishment if you sell fake cosmetics/drugs that destroy faces/kill people.

PS: PLEASE DO NOT BUY COSMETICS/MEDICINES/SUPPLEMENT FROM THE INTERNET, especially from Korea, Taiwan, Hong Kong. The risk of your cosmetic kena tahan is very high. If you still want to buy from the Internet, please make sure that it for less than 1 month usage so that you use the "for personal use only" reason to argue with the pharmacy people. I have personally have to tahan thousands Ringgit worth of cosmetics.

P.PS: Even if the cosmetics/medicines/supplements is registered/notified in Malaysia (a.k.a. you can buy in Malaysia), do not bring in these item for more than 1 month as well, as you will need to have import permit or written authorisation from the company who register the product in the first place.

The "Product Notification" is another word for "registered cosmetic with import permit". To get that notification, you need to have the manufacturer's authorisation a.k. as the legal importer. At the same time, cosmetics like SK-II has already been registered by another company, and most probably bound by contract with the manufacturer. This means that the manufacturer in Japan most probably will not sign an agreement with you. In this case, you will need written approval from the company with that Product Notification (a.k.a. Notification Holder) so that you are allowed to import the product. So yeah, most probably the Notification Holder will not allow you to import the product they spend money to bought the right from the original company.

For unregistered product, yes you need to register the cosmetics BEFORE you import it. The initial registration process itself is pretty troublesome, but after the first step the whole thing will be relatively easy. It is more cost effective if you open a company and register MANY COSMETICS under the company name, of course with the approval from the company that you are going to import from, since it is RM300+ for registration and RM50 per product.

So to answer your question, yes, you can sell the cosmetics if you are the Notification Holder or with written approval from Notification Holder.

Yup. If it is cosmetics, and it is not registered in Quest3, means that there is no notification holder for the product. But try to use the search more thoroughly as the product registered name may be a bit different than what you see on the label.

And yes, you will still need to get authorisation from the company that you are going to get from, and yes as well, since most probably the manufacturer is from oversea. If it is locally manufactured, you can get it locally of course.

If you sell wanted to sell any cosmetic, the cosmetics must be notified, if not, you will get in trouble with the enforcement agency. If you want to sell notified product, you have to get it from the authorised wholeseller (i.e. SK-II's notification holder is PROCTER & GAMBLE (MALAYSIA) SDN.BHD.).
If it is not notified, and you want to sell, you will need to have it notified through the online application system in BPFK website.

On the side note, actually there are many wholeseller company being a notification holder for several brands of cosmetics. So yes again, if a company can get many brands of cosmetics notified under its name, it means the company have variety of products, for wholesale, which will definitely be more profitable. Of course, there will always be contractual bound with companies as well which is different for different company.
