You're right the approval frm National Pharmaceutical Control Bureau is required,
Nothing much complicated on the process, it's just u got to give them the sample of the product and the MSDS of the chemical and all related data
for your purchases prior to importation....the approval (license) will be issued right after upon their approval on lab testing and the validity is for 1 yr and can renewable on expiry....

True, the charges are mostly for those big times importers whom brings in Bulk toys thru 40ft containerized
If u plan to get in 5 pcs only you may seek for exemption under "personnel collection" clause

The ruling and clasification on declaration and procedure are same thru out Peninsular, only the efficiency of both terminal may differ.
Air division clearance operates up to certain hrs, whereas Sea division clearance can be done anytime 24/7 smile.gif

Nail polish are classified under DANGEROUS GOODS in shipping maritime, as they're flammable to certain extend.
License is control by Biro Pharmaceutical.

You're absolutely right, it's only 10% will be imposed, the value of >500 only will be taxable legally, but still depending on the assessment officer

The ruling are not published, it's in their handbook....you must take note, for those item purchased below RM500 are not to be taxed if it's for personal usage. Those for trading or resale it's on their good hands whether to impose you the duty & taxes smile.gif

The message above is crystal clear as i shared earlier, those importer as their name are used on the importation but for the purposes of personal are subject for exemption but it depends on the assessment during release. " Look at the Blue bold fonts highlighted"

Below scenario for your easy understandings:

1) Purchased of T-Shirts = RM 480 ( total pcs of 48 at each RM10/= ) >> Can this fall under personal use, how to justify, can it be for retail or re-seller?
2) Purchased of T-Shirt = RM 100 (total pcs of 2 at each RM50/=) >> This is fall under personal use, logically justified !

Answers for :

Scenario 1 = Without further quest asked you'll be taxed immediatelly which is 10% frm the CIF value even your purchase is below RM500, it means total payable is RM48/= only.
Scenario 2 = Given FULL EXEMPTION without further questioned asked

HI dude,

Go and declare it your self in the terminal, the actual HS CODE is 420292900 only 10% taxes frm your value after conversion.
The Freight amount should read as below <<RM150....This DHL reps are absurd !

Believe me i know they are just being ridiculous not the CUSTOMS but the clearing agent, go and do it your self !
