This 5mb GPRS is to prevent someone without a data plan, turned on data accidentally, give them a tolerance before being charged. That's why it is hidden and nothing important for it.

Was about to ask the same question. Speedtest speed is okay. Just YouTube is buffering. No disconnect though.

Excessive use of data not normally used by single or two person with multiple device.

The data used is probably look like being used in cybercafe and/or 10 person student house that keep downloading porn whole day.

I agree with your term but it is just not simply determine by data usage.
If it use for business purpose (since this plan is not commercial plan), 1kb already consider abuse.
If it use for individual, 10tb is still not consider abuse.

Individual use 10TB not making sense so it is abuse. Show me an individual alone use 1TB every month and I show you pig that can fly.

I don't know anyone can spend so much for a month. But it is just an example to explain to you that usage is not a guideline to determine someone abuse or not. Using TB as example maybe is too much, but 2-4hours streaming + some personal usage could be 200-300gb per month easily. And important is, this is "infinite(unlimited) plan, so usage should not become the term/guideline, but the contain is.
So digi is controlling by what to surf/download (eg: limited p2p / block illegal website), but not impose quota how many you can download.

200-300GB per month is ok. Not 1TB. 1TB show sign of abuse. 10TB show sign of illegal activities. Sometimes, just use data usage enough to determine the abuse.

I seems to unable to use VPN with DiGi recently, so I thought DiGi started blocking VPN? Or could be blocking some VPN provider? I can confirmed the free Opera VPN tested was blocked.
