Management office have right to block the usage of common facility if resident do not pay the management fee & sinking fund. access card at guard house and lift is consider common facility so management office have right to block. Residents also bar from using pool, gym & etc facility. If your friend unit using master meter for water, management have right to lock the water supply as well but nowadays water and electricity is belong to individual so cant. Ask your friend to pay instalment to office to unblock. If not, your friend have to walk up to the unit.
