anyhow... no matter what the reason is... in strata title property... u will be restrict access to anything that the management is able to do it... depends on the limit of their effort.... owner are legally bind to pay the maintenance fees or else action can be taken by the management...

luckily din go and report police... otherwise he incurred more legal cost if he wanna make this matter worse when he is in fault at the first place....
