 Blocking of Access to Car Park & Unit

Is it possible for a management office to block access to both car park and the residential unit?

A friend of mine has not paid many months of his management/maintenance fees and lately the Management Office has blocked him from parking his car as his designated car park (very common practice)

Apart from this, he is also unable to access the floor which his unit is located.

Kalau block resident gi carpark, we can understand. But how can you block the lift access to his unit?

Bole ke buat cam gini? He plans to make a police report.

he does not mind walking.
problem is if a resident can walk up, outsiders also can


hence, its only possible to use the staircase to walk downwards and not upwards

so bottom line is, management office has the rights to block his access to everything that is in the building.

not refused, he is having some personal issues/family problems.

thats why

nobody in his right mind would wanna skip paying maintenance/management fees
