Dear blah and blah, I wish to submit my resignation effective on the blah blah for the blah blah reasons.

3 months notice, to fast track, yes its possible, but successful or not depends on your company lar. Talk to your boss about it, giving your reasons, blah blah. If both of you can agree, then u're in luck. Also there may be a certain amount of penalty that you may have to pay back should you leave earlier than the 3 months notice time, also depending on your company.
