No need vise, February i think the weather is not bad
i went there during March May and November before.
March's weather is the best.
Something like Genting highlands.
As in November, the 3 days was quite hot, something like malaysia
but then on the 4th day suddenly a big u turn of the weather after one big rain.
suddenly it's so cold.
July is the peak of summer because my mum went there that time.

You can try the Taipei CityInn Hotel (新驛旅店). I stayed there last dec and I found it quite good!

just now go check on AA website, return ticket to taipei on Oct only cost RM507 include tax!! wow.......

Taiwan's Taipei is always the bestt!! >c< u can enjoy urban and relax life over there~~ and alot of shopping malls =D and alot of foodies snakies that can ease your mouth!!

the last time i went, i took an airport limo (benz) which cost me a bomb. not recommended!

u can try freego bus.

Have friends in Taipei/Tainan.
Heard that to go Hua Lian, need bike.......
Anyone know any method can reach the beach through public transport?

Nope, you can't use malaysia license there. Even if you manage to rent a car/motor, i wouldn't advise you to drive there due to different traffic rules and direction.

You can stay at the Hua Lian city area and ride a bicycle to the beach. The journey there will cost you around 1hour[a lot up slope] and journey back would be like around 0.5[mostly down slope].
so, try to find a ming su(home stay) that offer free bicycle.

My advice
- stay around city area (then you can go to night market and culture night in the night)
- ride a bike to the beach (great experience i had). There's a cafe at the beach which sells ok coffees with goat milk but great cookies. You may want to get some there.
- hike few of the taroko rails there. Awesome scenary. Recomended rails, baiyan hiking rails.
- the XXL chicken near the bus stop and tiramitsu cake at hua lian is great.

There's Kuo Kuang bus service [rm10+] which can fetch you to taipei main station.
Take a lrt to ximen, just 1 stop away, or you can even walk to ximen.
not really that far.
Ask the information counters if you are unsure.
