my SG PR application status is still pending after i sent my letter of explanation to clarify something on my employer.If i resign now and get a new job, do I need to cancel and resubmit a new PR application?

I think I read somewhere, not sure it's JPJ website or not, forget d, u can't drive private own MY car with sg license.
But of course, my fren also told me no one bothered, still drive his MY car as usual.

It's the JPJ officer, the one at the counter who give you forms & queue number.
After i pay him 50, he straight took my ic into the office and fill up the form for me, after a while he pass me the filled form and ask me straight submit to the payment counter, no queue.

In a dilemma here, going into 29 soon, currently working in KL as an Engineer with 8.5k basic + 500 fixed allowance not including other variable (night job allowance), and now.. got an offer for 5k SGD, was wondering is this too low of an offer?

Currently have a lot to consider, since now staying at KL quite comfortably, renting whole unit, furnitures almost complete, commitments (car, pets). And most importantly, getting married soon, maybe next year.
