If in no hurry, you will get better value with your budget. In any case, 1080p with ultra settings, a GTX1070 is good. A GTX1060 may do too but some settings will need to be scaled down. For 1440p with ultra settings, a GTX1080 is recommended. FYI GTX1080TI has been announced. Definitely a consideration as it is supposed to be good for 4k and even 5k resolution. This means it will rock 1440p. Price point will be circa current GTX1080. So, should you wait? Definitely!!

Considering that you want to run GTA V, maintaining the i7 is ideal. Adding another RM500+ you should be able to get a 144Hz 24" monitor, one with G-sync since you will be running a GTX1060.

BenQ Zowie XL2411 comes to mind.

Not sure what kind of games you play but assuming you are playing at 1080p, looks like a decent build and I understand you are trying to re-use your existing DDR3. If you want small but still use an ATX mobo, Fractal Design Define C or Corsair Carbide 400 or NZXT S340 may be your choices. They aren't exactly light at ~8kg.

From an i5 4460 to an i7 7700, there will definitely be an improvement for performance. You can check this.

A possible wallet-friendly upgrade is to trade up your i5 4460 to an i7-4790 or an i7 4790K if your existing mobo supports OC.

It depends on the resolution you game at and the type of games you play. Some games like GTA V require a strong CPU as well as decent GPU. Most will require GPU. Remember though, a low end CPU will bottleneck a high end GPU
