3GB for GTX 1060 is not recommended. It is going backwards for me.

Go for 6GB. Zotac is RM1259 I think.

Its the cooling and factory overclock. To me, its either GTX 1050 Ti 4GB or GTX 1060 6GB. Game VRAM requirement will increase.

Means if you go Intel Coffee Lake (Z370), next upgrade in the future will be changing CPU, motherboard and maybe RAM again. AMD still supports the same motherboard and RAM till at least 2020.

The usual Intel change of motherboard socket every 2 years (1 year for Kaby Lake to Coffee Lake). Future is uncertain though.

Can consider getting GALAX 240GB GAMER L SSD for RM 199.00 (E Tech price). Other than that, yeah that's probably the best you can go for Intel unless you want to opt for AMD.

If you want it cheaper, I suppose G5400 + H310 would probably be fine

It'll be around the same price for AMD haha. If you want to save a few bucks, can consider H310M mobos as well. Search those H310M mobos out individually and see which brand/model's features suit your needs.

Online resources seem to suggest that G4560 is already capable of handling 4k movies (provided your motherboard has HDMI2 or using DP to HDMI2 adaptor), but some tried G5400 and claim that HDR is still slow, so maybe do a bit more digging.

Meanwhile, consider reusing some older PC (as long as 2nd gen intel core i3 or better), and add a graphic card like GT1030, RX550, GTX1050, RX560 or even GTX1050 Ti instead. Then use hardware decoding for the 4k movies.

If your budget is RM2000, maybe consider

1) Ryzen 2400G + B350 mobo (~RM 950) *No need GPU
2) G5400 + H310 mobo (~RM590) + GTX 1030 (RM320)

For better performance, can choose
3) i3-8100 + B360 mobo  (~RM900) + GPU
4)) Ryzen 2600 + B450 mobo (RM1050) + GPU

Suggested to get GTX1050 Ti (around RM 750-850), then another RM 270-300 for 8GB DDR4-2666

I'm trying to find a build for 4k movies playback (HEVC, high bitrate quality) where my current build failed to play smoothly. So I guessed it's time for an upgrade.
And it's for gaming too since its failed to play smoothly my favourite game Forza Horizon 4 and Assassins Creed Odyssey in 60fps.

This is my current pc spec:
Intel i5-4570
Nvidia GTX 770 2GB
8GB DDR3 RAM
128GB SSD
1TB HDD
Super Flower 650w PSU

Hardwares that I will re-use is SSD, HDD, PSU, monitor and case.
I dont know whether I should re-use my current processor or not because some one said this processor are sufficient enough for 4k movies playback.
My budget is below RM2k, might top up a little bit if necessary.

It's bundled with the Wraith Spire cooler (non-RGB). It does the job decently.

Same design from the previous generation and it perform better than most aftermarket budget cooler.

Personally I will go with Cooler Master Hyper 212 RGB Black Edition.
