For ssd i try to find from other shop for sx8200. Just knew nvme got 2 different type, and viewnet price list doesnt seems to indicate which one with dram and which one without.

Seems like the whole PC only at 880 (w/out RAM and SSD) spec is better then i310100 and AMD 3200 I guess? Is this kind of PC a better bet since this is just for office use PC...

1 -> May not work, because DDR5 only, unless you are specially talking about the D4 model, but if it's the D4 model then it's probably the best of the lot because of the inclusion of a VRM heatsink and 4 DIMM slots, and there's even a M.2 WiFi card slot if you plan to add WiFi in the future
2 -> No VRM heatsinks, rather barebone feature set
3 -> Somewhat similar to the second one, but w/ 2.5Gbit LAN

See the chart a bit more carefully, the performance difference between a lowly Intel stock cooler and a 420mm radiator aren't large even if you remove the power limits (186 vs 183fps)

Looks OK, but definitely not the 7600 (the low memory bandwidth is going to struggle on higher end titles, like SIE's PC ports)
Get something like a RTX3060 12GB (Nvidia GPU tend to work better for emulation, due to better OpenGL support on Windows) instead, or stick with a RX6600
What emulators do you plan to run?  If you intend to run RPCS3 you might want to consider AM5, due to support for AVX-512
