What are the options that tenant have if landlord refuse to return deposits?

Tenant paid up to his expiry of tenancy agreement and didnt want to continue the tenancy.

Ada agreement.what can a police do? Waste of our time only. They cant take any action la.

what's the reason landlord do not want to return deposit?
You can change the lock and not gave landlord the keys until deposit is returned.

This landlord is stingy. My agent told he didnt return the deposit to his previous tenant. I worried he going to do the same to me as i will vacant the house once my tenancy agreement end.

So, i need to know is there any biro aduan/ngo/organisation thar i can complaint to get back my deposits.

Or what is the best solutions to handle my situation.
