visited Subway, Faculty of Dentistry Universiti Malaya last week. they refuse to accept payment by card for amount less than RM30.
I just emailed to

I would like to lodge a complaint regarding a credit card merchant
refuse to accept payment by credit card (Visa/Master) for purchase less
than RM30
Merchant: Subway (Branch #46711-0), Faculty of Dentistry, Universiti
Malaya. (Cal-Sub F&B Sdn Bhd)
Merchant Bank: Citi bank
Date and time of visit: 16/3/2018, 8.30am
Attachment:
1. Payment Receipt (pay by cash).
2. Credit card terminal with CitiBank label
According to Bank Negara guidelines, merchants are prohibited from
imposing a minimum purchase amount for goods bought using payment cards.
Kindly take appropriate action and update me regarding this complaint.

For your information, I have sent an email to Subway as well.
Nevertheless, I believe that Citibank Malaysia does play a role in
ensuring that merchant complies to all the rules and regulation.
In this case, Citibank is the acquiring bank for Subway Faculty of
Dentistry, Universiti Malaya, I believe that Citibank plays a role to
ensure that the merchant complies to the term and condition of the
merchant agreement.

As the acquiring bank of Subway Faculty of Dentistry, Universiti
Malaya, it is sad that you inform me that I have to liaise with Subway
directly.
Is it nothing that CitiBank can do about this? How about a letter to the
merchant or other action as deemed appropriate? Please do advise me that
if Citibank can do anything.

I believe that if I report more similar cases, perhaps they will pay more attention to this.
