is the top coat matte? if yes, that is the cause. The panel lining should be done before the top coat. The matte coat provide the surface a porous surface that absorbs the ink.

What I meant was the panel line might not be dry enough or you might have applied it excessively, or it could be the top coat was excessive. Either way, any of those could ruin the ink.
Usually panel line could be rubbed off but for groove lining only. Excessive ink on flat areas like the Exia shield in the picture would overflow if it's not dry enough.
