So it seem, by undervolting and setting higher power limit, my Vega 64 actually runs faster than Turbo mode while consuming less power.
My profile setup is Clock - P6 State (1050 mV), P7 State (1100 mV), Memory 1000 Mhz (1100 mV) and power limit set +50%.

I ran ROTTR benchmark, under AMD Profile Balance, Turbo and my Custom profile and you can see the results here (and use HWInfo64 to check out the max readings). Also I did screen capture at around the same period during the ROTTR bench.

^ Doesn't liquid cool Vega 64 is a binned chip? No guarantee yours can reach that clock too.

My PC case ventilation is not good.. that's why I seek blower type of GC. The red devil or strix GC heat transfer is good but for a poorly ventilated pc case , these cards will build up more heats in the case.

The MSI Rx Vega 64 air boost is still farking expensive.

I've been running it for a years without any mods, my poor Sammy 960 evo is just right below it everyday cooking lol

Tri-fans card fan speed will getting noisy too(speed increased) once the heats in the case already built up.

Unless you are using the monster size full tower case like obsidian 1000.
FYI, I m using old corsair's carbide 500 case only.

I rather have better custom cooler, the stock heatsink really sucks, AMD need to improve their stock cooler.
For custom heatsink that dumps hot air inside case, a side panel exhaust will slove the problen.
2x 120mm fan would suffice.

Stock cooler is fine, the only thing that sucks is how AMD binned their GPU. It used way too much voltage, a simple undervolting to make the cooler cope with the heat produced. Another problem is AMD set the blower fan too low; idle 400RPM (barely any airflow) and at load only 2400RPM (but it rarely reach this). It needs around 2500RPM to expel heat efficiently under load

Problem with modern case it full of tempered glass side panel, no place for side panel fan. Its all about the bling and not cooling

Polaris 30 (aka Rx680, rumor says that it should has 10 - 15 % performance gained against Rx580) should be released in this month.

If I were you, I am holding til the result of Rx680 benchmarks & decide which to buy.

just replace the cpu block wth gpu block, run a leak test 24h and call it a day 

I would have went with lc or custom cooler, but the time it hit the shelve the store only have stock cooler version.
I've dismantled the cooler and its the same design that been using for few generration (from HD4890 era LOL)
Very simple vapor chamber, no heatpipe.

There's rumor few months back that Navi will bring 1080 performance to the mainstream ($200-$300)
They also claim that Navi is not high end GPU which is quite worrying if it's true.
