For homebrew games, as long as your PSP can support homebrew (V1.50 or custom firmwares), then there's no need of a UMD whatsoever.
For your legally backed-up games, yes, some older custom firmwares or firmware emulators need a UMD to run inside to load your legally backed-up game inside your MSPD.
I hope you can see the line between homebrew games and your legally backed-up games.
