It is better for you to get the detail specifications of the CCTV system from your alarm guy.
You can refer to the topic starter's well covered 1st post for CCTV to understand the things you have to be aware of.

the list which he provide is not the specification bro??

If you're going for Paradox alarm system, it will be around RM2800 - RM3000. That's considered quite a good price for total of 25 points. Anyway, well... Paradox brand itself is already among the higher end already. Many here can vouch for paradox, a lot have installed and the reliability is there.

I'm not so familiar with dtec alarm though...

Camera as alexander says it's HikVision, brand wise it's ok, resolution wise 1.3mp also it's ok, try ask for surveillance HDD, as far as I am concerned Toshiba does not produce Surveillance HDD. In fact, Toshiba is among the cheaper HDD available in the market.

Other than that, price is ok. Remember to ask him hardware warranty how long, and also service warranty how long.

No comment on alarm system as I am not familiar.

CCTV Camera: DS-2CE16C0T-IR
http://overseas.hikvision.com/en/Products_..._176_i5681.html
This one is a 1.0 MP camera, different than what is being written on the paper that you posted earlier.
Can select 3 types of viewing angles or lens, if you want the camera to capture widest angle, then choose 2.8mm lens.
The camera able to provide 720P resolution @ 25fps (real time)

CCTV Recorder: DS-7204HQHI-F1/N
http://www.hikvision.com/EN/Products_acces..._364_i5791.html
Should be the 7204 model since it is written on the paper and have 4 cameras.
This recorder able to record video at 720P resolution @ 25fps (real time), so it looks alright.

Hard disk wise, try to ask them to provide you surveillance hard disk like Western Digital Purple or Seagate Surveillance hard disk.

I am not sure what requirements you want for a CCTV system and also how you want to use it for, so I can't comment further.

If you are happy with the camera resolution and it fits your budget, then this CCTV system is alright for you.

Its a normal hard disc not surveillance hard disc. Whts the negative part of it??
