here's my 2 cents worth.
For owners themselves, yes. There's no right and wrong.
But for public awareness, people surrounding the users, big difference.
We can no longer say it's Note 7 user issues, the irrelevant people please stay away, etc ect kind of speech. Whether you already realized this or not, to this day, Note 7 already became a "hardzardous" item in the eyes of publics. It's not a personal issue anymore. It's a global issue where the people, medias, governments will pay attention to.
Anyway, for owners who wish to keep the phones, probably they will only use it alone in their own home/office/car, or keep the phone in store/drawer for collection item purpose. It's still ok I guess. But if they bring it to public transport or public places, then it will be a different story to tell. You can stop people from disallowing you to use. But you can't stop the people from watching and being cautious at you. Some may scare and shout or take certain action on the users. Hence the conflicts. Users will take the consequences if anything happen. The risk is there. That's the fact and nobody can deny that.
