have you checked whether both overseas purchasing and online purchasing is enabled for your card? Apple might be doing a RM 0 verification charge in the background and those being disabled might block it from occurring

also can try making sure your iOS is updated to 17.3 and that your phone region is set to Malaysia

worse comes to worse, try replacing your card at a debit card replacement machine (usually will have at major Maybank branches)
