Now because Apple Pay has a slightly different process for refunds, I think the banks increased the disbursement time to manage the initial risks first prior to when they see a steady stream and a more predictable pattern before shortening the disbursement period.

I wonder why you guys are having so much trouble reordering your cards. Just go to wallet, press and hold your card and then move it around. The one that you move to the lowest position then becomes your default card.
