Yep. You need to apply for international driving license at JPJ before going. It costs RM150 and lasts for only one year. The car rental company there will request for it

I was in pyeong chang-gun last few days. Average -8°c everynight. Winter boots is not necessary but a good pair of glove is a must as the finger is the part of the body which firstly get freeze.

The cold in the city & cold outside the city is completely different. Seoraksan -2°c with consistenly wind blow 31KM/H can cause the fingers freeze within few minutes.

I rent a car and drove to pyeongchang. Don’t know the way through public transport. I saw advertisement KTX (high speed train) is passing by. You may search and confirm it. You also can use googel map to navigate using public transport. Example key in Alpensia Ski resort and click the bus/train option. It will show you all the information.

PyeongChange-gun is full of mountains. If you just stay 1 night. I would suggest you visit Samyang Ranch since near to olympic stadium. The observatory is awesome (But is freeking cold on top due to strong wind).

Beside Samyang ranch, there is a buddish temple WolJeongSa with history & architecture. Not recomended as you just have 1 night stay.

In Jeju, i rent from aj rental car (avis) due to they provide new kia k3 with good price. 120k KRW for 4 days.
hustle free since is full cdw coverage. price is more about the same. the cheapest won't be much different.
In Peninsular, i rent from Lotte (hertz). Both car rentals are good in my experience even in other countries.

There are other car rental companies in Jeju like Sixt, Star, Kt, Jeju OK, Jeju Dream, Jeju Rental Car, TamRa, etc. You need to do a search on it since those are not international brand which can be easily found in english platform. Open google map search for car rental and you can get the information about the company. 

Car rental companies normally provide free gps. No need worry about gps usage since is pretty easy. ask the staff to show you and spend 10 minutes to familiarize the location entry before start moving.

Waze can be used but it is not so good in other country since it is not main navigation app.

if you know Korean language or at least know hangeul, naver map or kakao map is recommended.

assuming you will be at jeju for 4 days. not much you can save if op for ionic. ionic is about 21k krw expensive per day compare to kia k3.

you can pump about 14 liters of petrol with 21k krw. you wont need that much petrol per day in jeju.
