It all depends whats your priority...if moveset is is important to you...else evolve and then powerup, to me my eevee had served me when at gym, even with lower IV and CP...just love them.

Try to complete as much as powerup and evolve while you are at your current level, once you reached level30 + things gonna be expensive to powerup

In a nutshell Moveset > IV > CP. Meaning, the moveset of the final evolution is the most important (STAB, DPS, etc.). However, in the long run, those with higher IV, specifically attack stats will have the higher cp when you power them up.

Being at level 23, the mons (level) that you are able to catch in the wild correlate with your trainer level. Meaning you will be able to catch higher cp mons in the wild as you level up and this caps off at level 30. If you desperately want to evolve a mon to fill up the pokedex, then by all means evolve the ones that you have, however, if you want to save on candies and stardust to potential power it up, then wait till you level up.

Each trainer will have his / her own opinion on evolving and powering up. My 2 cents ... charmander, squirtle and bulbasaur i evolved only when hitting level 30 (yes, very stingy on dust and candies). Just for you to gauge, at level 30, the CP of the best IV mons i managed to catch in the wild - Charmander (640 cp), Bulbasaur (780 cp), Squirtle (640 cp). Eevees on the other hand you can evolve as you go as they are more commonly found can the candy requirements are low (25). 1. Moveset and CP is for fighting gyms
2. Moveset and IV is the determinant for powering up; only if both are good do you powerup
3. however, don't bother powering up if both you and your pokemon are low level

for perspective: to powerup a pokemon from level 20 to level 30, you need something like average 4000 stardust per powerup. 80,000 stardust per pokemon. just keep that in mind...
