Level 1 skill - Choose between BFT and Basics if survivability. Both if you have spare points. BFT will contribute to quicker RoF for IJN DD
Level 2 skill - Choose between Expert Marksmans and Torpedo Armament. Both if you have the points. Expert Marksman helps turrets rotate faster.
Level 3 skill - Superintendent. The extra smoke and engine boost really help!
Level 4 skill - AFT. This allows you to invisi-fire
Level 5 skill - Concealment expert, for sure!

my vote goes for Last Stand too, too many fast firing ship and taking HE shot will damage engine again and again

there will never be ideal balance 
DD users want to balance their way, BBs their way and so on and on
look at Cv now, totally unbalance
and cruisers are utterly useless right now, we see very few cruiser in most games
DD and BBs (KMS) is dominating the game now
while trying to balancing the game, WG has made it worse somehow

Mine as well. For one good reason, too many high tier player being crybabies asking for nerf or buff, blame this blame that bla bla bla etc....

Just looking the WOW Asia & NA forum full with ranting and so on. All BB and DD player rant for nerf. *eating popcorn while watching those BB players vs DD  players in that forum*

While in low tier more people go for brawling due the fact that most ship lack of range for their gun or torps, so everybody don't have choice but to move forward to get better aim or range. Yeah we still have 1 or 2 derps in the game but not as bad as those higher tier.

I believe they will be nerfing the RU DD RoF

as i understand form notser video, this economy fix will probably for tier 10 games only
lower tier than 10 games will still have the same economy for now

and the DD nerf and BB bow nerf maybe also won't be coming in update 0.5.10 (tier 8-10 BBs)
