Don't upgrade from 970 to 1060. It feels like 970 upgrade to 980.

I see. But my monitor only normal 1080p 60Hz without G-Sync, good to use GTX 1070?

Good. The feeling you can max out almost everything is priceless. But it depending on the game you usually plays. As for me, i rarely plays any triple A titles anymore so even 970 is enough for me. If you played it a lot, go for 1070.

1070 then, 480 and 1060 is not the card for you. Who cares if it is overkill for 1080p, play the way you want.

Entry level gsync monitor quite expensive. Rm1899 for 24" 1080p. If limited budget can just get acer kg240a, even though don't have gsync (it supports freesync), the high refresh rates means that you can use vsync off and still hardly notice the tearing.
