Near Stadium Titiwangsa that have 3 pokestops within same radius. But Gyarados only appear randomly though I still manage to caught two more Gyarados before this at the same place but CP ciput so go into grinding factory.

you like first time get magikarp i got 80% below 100.

15% above 100

5% above 150

Wait till level 25 la then hope can get 150 - 200 cp magikarp.
Until then keep on farming

i farm until can evolve magikrap 3 times

In front of Satay Station & tennis court, near the toilet there. 3 Pokestops with constant lure stacked each other
