I thought UTAR will provide scholarship itself, not sure though, have to ask the students currently studying at there.
However, my friend was able to get full scholar with 9As in spm for material engineering at KTAR last year. |

The Star did mention at the launch of the fund, in conjunction with their fair at klcc, that preference would be given to those who are not scholarship hunting i.e. applying for scholarships all over the place.
Don't know how they are going to find out whether one had applied elsewhere or not. |
