If you follow through elaineliew88's case, you can see that sekut is not satisfied with the jacket that has been bought, and some confusion that happen between her and sekut. Obviously, everyone knows that sekut trying to get back something, but his attitude piss off most of us. Hence, no one entertain him. The multiple account case, use the report button. The admin would know what to do. If you read LYN R&R,

and believe me, they can trace every account or most of the account

There is no point if you give him a tag dispute too. He can just create another new account. This will go forever. Listed in minor offender list at least will let the buyer some eye opener, and if they bother to check the list, they will take precautions.

got see sekut ever on9 this morning, but dunno y never come here left some comment, deny or something. my pm-box currently almost full, 60% was his and... dun1 to keep it there for so long. wan to clear it... but... ltr he come say what what what den no proof to show.
