Noisy neighbours in condo, Solutions please

Hi.. My neighbour upstairs is always having domestic fights in the morning (2:00-5:00am).. A lot of banging and woman screaming.. Apparently the daughter got depression problem or so the dad says.
My husband observation is everytime the daughter will go out at night and when she comes home at those times, the quarrels and fights will start.
We tried calling the police but they say they will not approach the neighbour unless they threaten us or cause bodily harm.
Condo management is hopeless - they can't do anything
Is there a way to solve this problem? Any other authorities that we can approach?
The noise is causing my husband to have lack of sleep and is affecting his mind - he is getting a bit phobia

everytime they quarrel get security accompany you and go to the unit and bang the door ask them to keep quiet or you will call the police.
sometimes no choice...last time there was a case with mental illness and the police gave the same excuse. some people purposely pick a fight with him so that the police had to take action.
although that's risky.

Perhaps you can try calling Talian Kasih (formerly known as Talian Nur) at 15999. It's a government agency that deals with domestic violence, child abuse, neglect etc.

if me, go bang the house door and ask them to shut up before it get worse. since it's condo they should lower down the voice so they wont disturb the neighbours.

i would love to ring the doorbell like mad woman but unfortunately our access cards can only access our own floors...sigh
Already called police.. they say they won't go to the neighbours unit.. sigh.. wonder if "kopi" will help them..
condo management only go to the neighbour and ask them don't make noise... that's all they can do.. sigh...
looks like this is the con of staying in condo..

I once saw a husband beating the wife inside his unit. Since incident is in the unit, building management can't do anything. If common area, they call the cops for assistance. After several hours later, cops came and arrested the husband but they had to let him go because the wife refused to make a report. The cycle repeats itself daily.

See if the common rule book got anything that states "cant do anything thst disrups peace to neighbours"..use this and force condo security/management to take action..(warning/reporting to police).
Condo security and management resposibility is to upheld the rules, thats what they get paid for..

u can do one thing. can ask from help from "underworld" people. it's some risk. u can try out.

Condo management need to act cause all residences a bound by the condo rules. If management failed to act, then you can either contact committee chairman to inform issue. If still fail, then no choice but to complain to COB and filed police case.
Depression is not a good reason. If everyone use that as a reason then everyone can make unreasonable noise at unreasonable hours?
Happened to me too. So call guards to act each time as well as complain to management to call owner. Now no more noises at odd hours.

There is a law in Malaysia called Nuisance act. Ask your condo Chaiman uncle see if he knows how to read...

Condo security and management resposibility is to upheld the rules, thats what they get paid for.. it's definitely in the condo bylaw that each unit owner has a right to enjoy his unit without disruption from others. however, enforcing it can be a pain. condo management can't do much, security mostly don't want to get too involved. you can ask condo management to mediate on your behalf and slowly "educate" the person upstairs. doesn't always work but that's the only option other than selling the unit and moving out. btw the same problem happens in singapore also. the police won't intervene in a private condo dispute unless a crime has been committed.

I whatsapp group my community about my next door neighbour fighting, she replied back in the group "Mind your own business".
But after that, no more fighting. I guess they malu la kan.
So if i go out infront my house they wife mmg takkan tegur langsung lah.
Jadi, be brave knock the door and ask them to shut-up. Seriously, kita pun nak tidur yang lena and esok nak bangun awak pergi kerja lagi.
Go whack the door now bro !

Police kinda busy monitoring Twitter, FaceBook, and Instagram... so no time for you...
As for condo, nothing much can be done... try doing some sound proofing at home? Or sleep wearing some kinda ear plug...
