however, enforcing it can be a pain. condo management can't do much, security mostly don't want to get too involved.
you can ask condo management to mediate on your behalf and slowly "educate" the person upstairs. doesn't always work but that's the only option other than selling the unit and moving out.
btw the same problem happens in singapore also. the police won't intervene in a private condo dispute unless a crime has been committed.
