The challenge here is how to structure a course that is :-
1) easy to understand for the lay-people.
2) sufficiently informative and detailed enough, but NOT too much details, to be taught to a would-be investor.
3) what are the specifics to be taught for different classes of investment instruments.
A personal experience : I was having a discussion once with an investment guru who was personally coached by the daughter of Warren Buffet in Omaha,.. he claimed that the standard way of,.. analysing stocks is applicable throughout all the stocks in the bourse. I did not agree with him,...to me, specific metrics should be used for specific stocks within a specific industry.
It's going to be a long way towards finding such a syllabus.
