As some students a bit reluctant to stay in aging & run down unit & this is walking distance, definitely have advantage over other.

This place doesn't have much choice for food and grocery. If students don't have transport, staying here will be quite troublesome. TARC do offer rides from around that area to TARC, transport isn't really the deal breaker here.
The road is small, parking will be another issue.
Anyway, the location is really strategic, compare to the many condos along jalan genting klang. Rental is almost certain, students want cheap and new. Wherever there is newly completed condo, they will move there in groups.
I'll say this place has prospect for rental, but not so sure on appreciation. Where there are students, families will likely avoid, going for less dense area. Young working adults or fresh grad might be interested, but there are lots more flat around that area going for really cheap rent and just opposite tmn melati lrt.

I think unlikely TARC will shift.. TARC is one of the key driver for Setapak wangsa maju there.. I think most will agree.

ex-TARCian here, this would be ideal for me cause it's the backyard of TARC campus. Sadly i graduated 8 years ago lol
im interested with this, rental play should be OK. Even TBR with those god knows how many century old houses are fetching mad rentals.

If that map is correct, despite the close proximity to Melati LRT station and TAR college, there is lack of commercial and students will find it hassle to serve their daily needs.

Now we can see owners in TBR start to dispose their house.. valuation is high but actual transactions lower. No more buyers buy because of rental investment

Rental has never been mad ( or great ) if you look at it based on today's valuation. But you can say it's mad ( or great ) if based on initial purchased price.

Students attending TARUC are generally from not so well to do families, so they are not so picky about the condition of the house ( and rooms ). So I would imagine a 3 rooms house might fetch RM1000 to RM1200 today ? Would it still be a good investment for a 3 room condo/apartment going at RM1200 rental ? I say it's just nothing great. Student rental fetches good returns are those renovated ones which converted into 4-7 rooms. Some corner houses managed to convert into 10 rooms. These are the ones making obscene income without many people realizing.
