If you're going on the basis that "user pay" then yes of course, tenant will pay but it also depends on the location and the monthly rental you are charging.
i've come across some properties in areas like Mont Kiara where the landlord bares the maintenance which also includes Indah Water. |

no right or wrong who pays.. if tenancy says tenant pays - then tenant pay if tenancy says owner pays - then owner pays if tenancy did not say who pays - then owner has to work out with tenant who pays.. anyway, its minimal amount so no big deal who pays..main thing your (GOOD) tenant is happy! |

Depend on tenant agreement. If not mentioned, it is the owner since is his/her property...

There are a lot of funny ways to determine who pay. Some by... 1. Who use, who pay, 2. Under who's name the utility is registered. Ultimately, it depends how you rationalize with the tenant.

It all depends on ur negotiation with the landlord and what is written in ur tenancy agreement. If it is not negotiated and not soell out in the tenancy agreement, when u will need to negotiate this with ur landlord. I think most likely they will say, it is the tenant’s cost.

If the tenancy agreement did not say, then usually is landlord.
Same case as management fee, sinking fund etc Usually my tenant only pay water and electric |
