no right or wrong who pays..

if tenancy says tenant pays - then tenant pay
if tenancy says owner pays - then owner pays

if tenancy did not say who pays - then owner has to work out with tenant who pays..

anyway, its minimal amount so no big deal who pays..main thing your (GOOD) tenant is happy!
