nope . You cant be serious .
Purposely put lower clock speed to sell at lower price ?
Er down clocked speed mean 2nd grade .
no . A9 and A9X has different micro architecture .
I cant blame you . Normal user can only differentiate cpu by clock speed and core numbers .
There is many different grade in silicon industry grade by impurity inside the silicon .
The s820 inside 32gb mi5 has lower grade than others normal s820. It simply cannot run at normal frequency so they has to clock it down to run steady . It will consume more battery and generate more heat when running at same condition . It can be named snapdragon 820 lite/play or snapdragon 818 actually .

In cpu, gpu, soc, there will be always 2nd and 3 grade, usually ship to tier2 and tier3 customers. Common practise. That's why there are differences prices for final good products. How do I know? Let js say, used to work in this industry.
Certain wafer binning denote to certain grade.
I rest my writing here.
Cheers.
Ah I see.. Learn something new today.. As I'm not into the Chips industry. Even the Snapdragon 800 and 801 got AA AB and AC grade. All of them different Clock Speed. So I can see different price tag if OEM buy from them.
But well, as for the A9 chips in the iPod are down-clocked compare to the iPhone A9 chips, not the A9X chips in the iPad.
