Thanks for all the suggestions and comments!
I asked some advice and recommendation from GoBar Equipment over the weekend, about Welhome Pro ZD-10T performance in terms of finess and consistency. He mentioned that while it does have 3-5% of coarse ground at fine settings, it should work fine with my cheap machine and even some headroom to upgrade to entry level DeLonghi. Looking at some of the grind reviews it seems to be that I agree with them and extend my budget a little bit for that machine. Waiting for it to arrive. Thanks again everyone

If you want it cheap, Aeon does sell Boncafe ground coffee but I can't really recommend it. My experience with it, it will taste good for few days but after that it will get stale very quickly and tasted very bad. Tesco also carry some ground coffee of their own brands (also available in Tesco Official Store in Lazada), this is much better than Boncafe in my opinion. These will set you back for about RM20 per 200g. Some grocery stores also carries different brands of coffee grounds that's a little bit more expensive. But I don't always recommend you to get your coffee from grocery stores unless you want to save some money and you haven't tasted much expensive beans.
If you are willing to spend a little bit more, I've seen a few roasters on Lazada also selling their beans and will help you ground the coffee before they ship it to you. I used to buy beans from BCC on Lazada, not bad for its price but don't use their beans for espresso. I've never been able to get it dialed in right. Always ended up with sour and bitter espresso, I suspect it's their roast profile since my machine does Starbucks beans just fine. But, I've used their beans for french press and aeropress and they are good for its price.
If you want to bring up the ante, you can go for local roasters. My friend always order his beans from BeanShipper. I don't know if they can grind for you before ship it to you. I just ordered my beans from Reframe Coffee Roasters, still waiting for it to arrive and try it. Again I am not sure if they can help grind before ship it to you, but if you're in Penang you can ask to pick-up your order, perhaps they can grind it for you when you pick it up. I saw EspressoLab also selling beans in Qoo10 but need to pick up from their shop in QueensBay Mall Penang, probably can ask them to grind when picking up the order as well.
Last option that I usually go with, local CBTL and Starbucks. When you pay for the beans, you can ask them to grind it for you. I don't normally recommend these beans as well as they are usually roasted between 7 months to more than a year ago when I do my survey but if you go for Starbucks do pick-up their seasonal beans. The current single origin series tasted pretty good. Lot more expensive, but I think they are the freshest in the store.
I will strongly recommend you to grind yourself. I don't normally finish any ground coffee I bought (200g bag) because they turn stale faster than I can finish them. Different people might have different taste buds though.
U can try to visit easybrew cafe & roaster at lebuh pantai, georgetown. Quite a nice place for coffee cupping & reasonable fresh roast coffee. Last time i experience coffee cupping with his boss Mr Yeoh for free. He offer vacuum packing for roasted bean into small 12-15g packages. I curious how he make money selling me reasonable price bean with fine packing. After heard my fren say, my fren is his packing service client, only realize he open the shop for his daughter to manage & he is the owner of easy pack factory at juru beside northsouth highway, the building looks like castle.
