Would recommend Xiaomi Redmi 2. This should fit in.

2. Budget: Cheapest possible as long as it has my preferred specs and requirements
3. Specs: 4G/LTE, hotspot capable, large battery capacity, long battery life when on 4G and hotspot tethering
4. Type/Size: Smallest possible as long as it has my preferred specs and requirements
5. Purpose: Only tethering/hotspot, send and receive calls/sms
6. Others: doesn't produce alot heat when on 4G and hotspot

I recommend the Xiaomi Redmi 2 Enhanced for RM 489 in Lazada for good battery life despite the capacity being small. If you want big battery then go for Lenovo P1m for RM 599 in Lazada.

Would recommend Samsung Alpha and Sony Z3 Compact albeit being 2014's compact flagships. If you need something new that Sony Z5 Compact would be good, but still, beware for the Snapdragon 810 for being infamous for overheating- but this should be least of your concerns.

Would prefer the Xiaomi Redmi 2 over the Lenovo P1m. But again, if battery size is your concern, go with the P1m.
