beside getting the absolute cheapest rate, pls also consider other conditions as wel....such as exit penalty, lock in period, monthly 'account' maintenance, your relationship with bank and etc.

SA land is bought from SHC. accordance to the sale contract, sps only needs to pay shc when they develope the parcel of land. Therefore no holding cost for sps.
