Yes, you can. My contractor too did the same thing to me when I applied in 2014. Anyway, TM said I can always collect from the nearest TM Point. Nevertheless, I gave the contractor another chance last year after I upgraded my package to 30Mbps and he finally delivered it to my house despite I still don't have a TV until now.

this, to me is misleading and can lead to customer's confusions.
and also not to forget that i checked with their service agent TWICE during application and during installation slot booking wether my acc falls under promo. both confirmed mine will be promo, yet when the bills come it tells a different story. and a complain to sc tells me 'harga dia mmg mcm tu encik' and fails to explain to me thoroughly.

You can complain for the RM 169. No worries SKMM is very fast, you shall get call from TM soon.
